The Postal Department will go online in six months time.
In a customer-centric initiative, India Post will go paperless shortly implementing Core System Integrator (CSI) Project across different channels, levels and locations, according to its Vijayawada Region Postal Services Director E. Veerabhadra Rao.
Addressing the media here on Friday night, he said, “A pilot project is being implemented in Machilipatnam in this region to lay down a robust IT infrastructure, implement software applications. All services of the Postal Department will go online in six months time.” Customer Interaction Channels would provide services through call centre, web portal and mobile devices.
The CSI also provided for IT-based mail operations with improved article tracking and technology-driven logistics network. Finance & Accounts as also Human Resources Management would be done online under CSI, he added.
“India Post is fully geared up to offer banking services from new fiscal,” he said, adding that the Reserve Bank of India had in principle agreed to inter-portability of its Automated Teller Machines (ATMs) with those of PSU banks. “Some ticklish issues like addressing the complaints of the customers of each other are being looked into,” he added.

During the workshop for banks on monitoring the pensioners grievances through “Web Responsive Pensioners' Service" organised on 03.10.2016 a query was made on requirement of Special Seal Authority for crediting Medical Allowance at the enhanced rate based on orders issued by DP&PW from time to time. In this context, attention is invited to para 4.5.2 (copy of the extract attached) of Accounting and Operating Procedure for Central Pension Processing Centre of Authorised Banks for Pension Disbursement to Central Government (Civil) Pensioners issued in Feb, 2012 wherein it has been provided that CPPC should have direct access to the website of the Department of Pensions & Pensioners Welfare and Ministry of Home Affair, so that these are regularly browsed and orders on Dearness Relief issued by various Departments are acted upon immediately.
CPPCs of all the banks are advised to follow the same instructions for revising the Medical Allowance of the pensioners already drawing the same as and when the rate of Medical Allowance is enhanced by DP&PW without requiring for any Special Seal Authority from CPAO.

4.5. Roles and Responsibilities of CPPC as oversight agency
4.5.1. CPPC will receive Government orders and disseminate the same to all concerned agencies for necessary action.
4.5.2. The CPPC should have direct access to the websites of the Department of Pension & Pensioners’ Welfare, M/o Home Affairs and M/o Consumer Affairs so that these are regularly browsed and orders on Dearness Relief issued by various Departments are acted upon immediately.
4.5.3. The dues of the pensioner accruing with time, based on age must be automatically paid to the pensioner by the CPPC on provisional basis for a period of six months. This should be fully automated and exceptions watched for correction.
4.5.4. At the time of credit afforded at CPPC, a confirmation report must be generated and monitored to ensure that the pension/family pension etc. in respect of all pensioners of the CPPC have been credited. A monthly discrepancy report with respect to the total number of pensioners and those paid in the previous month may be reviewed regularly. Exceptions should be reviewed by the senior management of the bank to enable immediate rectification of any omissions.
4.5.5. CPPC software is required to have a grievance redressal module as detailed in Section 9.2 below.
4.5.6. CPPC may exercise oversight on quality of service to pensioners including services to the handicapped pensioners.
4.5.7. CPPCs may ensure that the responsibilities assigned to Home Branches are enforced so that the pensioners are not redirected to CPPC for redressal of grievances and information needs. Necessary performance measures and monitoring mechanisms, in co-ordination with the respective administrative structures to achieve the desired level of service delivery in Home Branches as well as CPPCs may be instituted by the bank.

1st September 2016 Department of post issued an order revising bonus to Rs.7000- to Departmental employees excluding GDS.
3rd September 2016 the Nugds General secretary wrote a letter to The Secretary ,Department of Post revise the Bonus ceiling to GDS employees.
15th September 2016 Our Federation sent a letter to The Chairman ,Postal Board request to revise Bonus ceiling to GDS Colleagues.

23rd September 2016 NFPE announced Dharna programme without consulting FNPO for this we posted our view on the website the following , We don’t want comment more on this issue now. FNPO representatives will meet concerned officers next week. Till such time we don’t want to announce any agitation programme . GDS colleagues are requested to understand the situation. FNPO will not aggravate any issues under any circumstances, at the same time,we will not compromise core issue at any cost.

have felt, during the course of meeting, that, the proceedings of the committee
are extremely disappointing and are left with the impression that, the
committee is dilly-dallying the issue.
We are, therefore, left with no option, but to
address this communication with the fervent hope that, your goodself will
direct the said committee to interact with the Staff Side in a fruitful manner
and arrive at a mutually agreeable proposal on the issues of Minimum Wage and
Fitment Formula.
We have full trust and believe that, the
government would honour the decision taken in the meeting held on 30.06.2016 in
your benign presence, and suitable direction will be given to the committee to
complete the assigned task within the stipulated time frame in a satisfactory
manner.
It would be the most unfortunate development, we
regret to state, if we are constrained to tread the path of struggle once again
in the event of the committee not coming up with a satisfactory settlement.

Dearness Allowance hiked by 2 per cent for central government employees, pensioners
The Cabinet on Thursday approved the 2 per cent hike in Dearness Allowance (DA) for Central Government employees and pensioners, effective from July 1, 2016. The proposal to hike the DA was granted during the Cabinet meeting today afternoon at the Prime Minister’s Office.
Dearness allowance is provided to employees and pensioners to minimise the impact of price rise on their earnings. Earlier this year, the government hiked dearness allowance by 6% to 125 % of the basic pay. It was later merged into the basic pay, based on the recommendation of the 7th Pay Commission Panel.

Sub: Future computation of Dearness Allowance and adoption base index figure to Revised Minimum Wage – Regarding
The revised pay structure, as recommended by the 7th CPC, was given effect as on 01.01.2016 as per the Government’s Notification. The Dearness Allowance, which was computed at 125% ( i.e 125.75 fraction of 0.75 being ignored), got merged with Pay as on that date. The 7th CPC has not indicated as to what base figure of AICPI(IW) the Revised Wages will relate to hereafter wards. As you are aware, the actual DA that was due as on 01.01.2016 was 125.75. It is only due to the practice of ignoring fraction; the DA was determined at 125%. No doubt, the said practice had not been impacting very much except for the postponement of the benefit by six months. It is, therefore, necessary that, Revised Wages are related to a base index figure equivalent to actual Dearness Allowance percentage of 125 that stands merged as on 01.01.2016. This is more so due to the fact that there is no possibility of the ignored fraction of 0.75 being reckoned for any computation in future.
We, therefore, request that, 12 monthly average, which stood at 261.33 as on 31.12.2015, may be taken at 260.46, which would provide the exact percentage of DA at 125. The future percentage increase in DA in other words may be computed with the base figure of 260.46. The next instalment of DA, which has become due as on 1.07.2016 if computed on the above basis of 260.46, shall work out to 3.28%. On ignoring the faction, the DA with effect from 01.07.2016 shall be 3%. We, request you to kindly take the above into account and issue orders for grant of 3% DA w.e.f. 01.07.2016.

Temporary employee to be paid at par with regular worker: SC
NEW DELHI: In a big relief to lakhs temporary employee who have been hired by government departments and agencies across the country on contractual basis, the Supreme Court on Wednesday held that they are entitled to wages at par with permanent employees and principle of 'equal pay for equal work' must be followed.
A bench of Justices JS Khehar and SA Bobde said the principle of 'equal pay for equal work' constitutes a clear and unambiguous right vested in every employee whether engaged on regular or temporary basis.
"In our considered view, it is fallacious to determine artificial parameters to deny fruits of labour. An employee engaged for the same work, cannot be paid less than another, who performs the same duties and responsibilities. Certainly not, in a welfare state. Such an action besides being demeaning, strikes at the very foundation of human dignity," the bench said.
The bench said the principle had been expounded through a large number of judgments rendered by theapex court and and constitutes law declared by the Supreme Court.
"Any one, who is compelled to work at a lesser wage, does not do so voluntarily. He does so, to provide food and shelter to his family, at the cost of his self respect and dignity, at the cost of his self worth, and at the cost of his integrity. For he knows, that his dependents would suffer immensely, if he does not accept the lesser wage," Justice Khehar, who wrote the judgement, said. "Any act, of paying less wages, as compared to others similarly situate, constitutes an act of exploitative enslavement, emerging out of a domineering position. Undoubtedly, the action is oppressive, suppressive and coercive, as it compels involuntary subjugation," he said.
The court passed the verdict on a bunch of petition filed by tempoary employee working for state of Punjab seeking wage parity with regular employee. They approached the apex court after Punjab and Haryana High Court held that temporary employees were not entitled to the minimum of the regular pay-scale, merely for reason, that the activities carried on by them and the regular employees were similar.

Setting aside the HC order, the apex court held that the principle of equal pay for equal work must be followed in the country as India was a signatory of International Covenant on Economic, Social and Cultural Rights. "India is a signatory to the covenant, having ratified the same on April 10, 1979. There is no escape from the above obligation, in view of different provisions of the Constitution and in view of the law declared by this court under Article 141 of the Constitution of India, the principle of 'equal pay for equal work' constitutes a clear and unambiguous right and is vested in every employee - whether engaged on regular or temporary basis,"it said.
The women employees of the Central government will soon be able to file sexual harassment complaints online.
The decision was taken at a meeting called by Women and Child Development (WCD) Minister Maneka Gandhi today after she received complaints from aggrieved women employees from various ministries.
Officials from Department of Personnel and Training (DoPT), Ministry of Home Affairs (MHA), Railway Ministry, Sports Ministry and Department of Financial Services were present at the meeting.
The decision was taken at a meeting called by Women and Child Development (WCD) Minister Maneka Gandhi today after she received complaints from aggrieved women employees from various ministries.
Officials from Department of Personnel and Training (DoPT), Ministry of Home Affairs (MHA), Railway Ministry, Sports Ministry and Department of Financial Services were present at the meeting.
The e-platform for posting complaints will be hosted on the Women and Child Development ministry's website, a senior official said, adding the complaints will then be taken up with the respective ministries/departments.
An inter-ministerial committee headed by a senior WCD official will be constituted to review the status of the complaints. The forum will also ensure that all Internal Complaints Committee (ICC) heads are imparted training on how to resolve such complaints, he said.
It has also been decided that the DoPT will issue instructions to ensure that training programmes for all services include a module on Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to sensitise the government staff.
Additionally, the WCD ministry will issue guidelines for dealing with sexual harassment complaints. These will include a monthly as well as an annual report, to be prepared by the Internal Complaints Committee of each ministry, on the status of complaints received.
The cadre controlling authority of a victim will be required to monitor her progress for 5 years, in order to ensure that she is not further tormented for complaining against a colleague, the official said.
A similar exercise for the private sector is also on the anvil, he added. The move comes after several women employees wrote to the WCD ministry about delay in getting their complaints about sexual harassment resolved.

In the said meeting, the agenda sent to the DoP&T for the meeting of the NC/JCM Standing Committee was discussed in detail, and on most of the items reply of the DoP&T was “the issue will be examined”.
Subsequently, in the meeting of the Committee on Allowances, held today, the allowances pertaining to the DoP&T, particularly Children Education Allowance, Night Duty Allowance, Overtime Allowance, Unreported Allowance, Small Family Allowance, Risk Allowance, Cash Handling Allowance, Uniform(Dress) Allowance, were discussed in detail.

Indication of Aadhaar number in Pension papers of all employees – regarding.
Employees working on contract, adhoc, daily-wage, temporary and work-charged basis in government departments, boards, corporations and societies will be regularised, a spokesman with the Chief Minister's Office said.
The decision was taken in a meeting chaired by PunjabChief Minister
Parkash Singh Badal here today.
The spokesman said these employees should have completed three years of continuous service, fulfilled educational qualifications and age limit at the time of appointment
The proposal was finalised yesterday in a Cabinet Sub Committee meeting chaired by Deputy Chief Minister Sukhbir Singh Badal.
Industry Minister Madan Mohan Mittal, Local Bodies Minister Anil Joshi, Education Minister Daljit Singh Cheema, Finance Minister Parminder Singh Dhindsa and Health Minister Surjit Kumar Jyani were part of the committee.
The last decision on regularisation was taken in the last tenure of the SAD-BJP government in which 45,000 employees were regularised.
Pays of those regularised will be protected and they can continue to draw salary for three years.
"Group-D employees will be regularised like those in Group A, B and C," he assured.
In another landmark decision, the Cabinet "adopted" all employees taken through private outsourcing agencies or contractors.
These employees will now be shifted straightaway to a direct arrangement and become the government's contractual employees. They will be eligible for benefits, he said
The Cabinet directed the Chief Secretary to ensure all cases related to employment are decided and disposed within three-weeks on compassionate grounds.
It further decided to fill vacant posts related to all reserved categories, SC, OBC and physically handicapped. The CM intervened to ensure employees were given benefits for their past services and not be considered fresh recruits.
"They will be given pay protection and will be allowed to draw pay equivalent to their last pay," the CM said.
In a goodwill gesture, the Cabinet approved special grant-in-aid of up to Rs 50 lakh to war widows (or their legal heirs) of soldiers martyred in the 1965 and 1971 Indo-Pak and 1962 Indo-China wars.
The Cabinet after verification will give the grant in
three half-yearly installments--one of Rs 20 lakh and two of Rs 15 lakh.
It also approved amendments to the Fiscal Incentives for Industrial Promotion (Revised) 2013. In case of upgradation of category by the promoters of Super Mega Mixed Use Integrated Industrial Park Projects, they would be entitled to the incentives of upgraded category as well as five years time (without penalty) for the completion of increased area from the date of supplementary agreement.
Likewise, if a promoter has additional area and the category is not upgraded then he would be entitled for five years time (without penalty) for its completion. But the incentives would remain the same as of the existing category.
It decided that the District Labour Court, District Consumer Forum and District Social Welfare offices should be set up at Pathankot.
Meanwhile, Punjab Congress chief Amarinder Singh welcomed the regularisation of contractual employees.
"Better late than never. I had promised to regularise all contractual employees as soon as I came to power but I'm happy to see that they have been given their due just a few days before Diwali," he said, adding, the Badal government has finally seen sense.
He described the development as a victory for the contractual employees who had for long been agitating for regularisation.

Attention is invited to CPAO OM No. CPAO/Tech/Jeevan Pramaan/20l5-16/1770 dated 07.03.2016 and D.O. letter dated 30.07.2015 from CGA to all secretaries (civil Ministries) followed by OM No. CPAO/Tech/Jeevan Pramaan/2016-17/07 dated 07.04.2016 regarding incorporation of Aadhaar number in the fresh PPOs.

In terms of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefit and services) Act,2016 “The central Government or, as the case may be, the state Government may, for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from, or the receipt therefrom forms part of the Consolidated Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, such individual makes an application for enrolment: Provided that if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of the subsidy, benefit or service”. Further, DP&PW has intimated vide 0M No. 1/20/2016-P&PW (E) dated-08.08.2016 (copy enclosed) that it has issued a revised format for the application for pension by retiring employees (Form-5) in which Aadhaar number is to be indicated, if available. DP&PW has also requested Secretaries of the Ministries/ Departments to ensure that only the latest revised Form-5 & 7 complete in all respects including Aadhaar number, where available, are forwarded along with pension papers to the PAO.
3. In view of above, all Pr. CCAs/CCAs /CAs/AGs/ Administrators of UTs are again requested to issue instructions to PAOS to invariably watch the mention of Aadhaar Number in Pension paper received from Heads of Offices. Further it is also requested to take up the matter with JS (Admin) and Heads of Department/ Heads of Offices of respective Ministries/ Departments to ensure for providing Aadhaar number in pension papers in all cases being submitted to concerned PAOs to enable them to incorporate the same in PPO booklets.

30,000 contractual employees to regularised:
In a major decision ahead of the STATE ASSEMBLY polls Punjab Cabinet today regularised services of over 30,000 contractual employees of the government.Employees working on contract, adhoc, daily-wage, temporary and work-charged basis in government departments, boards, corporations and societies will be regularised, a spokesman with the Chief Minister's Office said.
The decision was taken in a meeting chaired by PunjabChief Minister
Parkash Singh Badal here today.
The spokesman said these employees should have completed three years of continuous service, fulfilled educational qualifications and age limit at the time of appointment
The proposal was finalised yesterday in a Cabinet Sub Committee meeting chaired by Deputy Chief Minister Sukhbir Singh Badal.
Industry Minister Madan Mohan Mittal, Local Bodies Minister Anil Joshi, Education Minister Daljit Singh Cheema, Finance Minister Parminder Singh Dhindsa and Health Minister Surjit Kumar Jyani were part of the committee.
The last decision on regularisation was taken in the last tenure of the SAD-BJP government in which 45,000 employees were regularised.
Pays of those regularised will be protected and they can continue to draw salary for three years.
"Group-D employees will be regularised like those in Group A, B and C," he assured.
In another landmark decision, the Cabinet "adopted" all employees taken through private outsourcing agencies or contractors.
These employees will now be shifted straightaway to a direct arrangement and become the government's contractual employees. They will be eligible for benefits, he said
The Cabinet directed the Chief Secretary to ensure all cases related to employment are decided and disposed within three-weeks on compassionate grounds.
It further decided to fill vacant posts related to all reserved categories, SC, OBC and physically handicapped. The CM intervened to ensure employees were given benefits for their past services and not be considered fresh recruits.
"They will be given pay protection and will be allowed to draw pay equivalent to their last pay," the CM said.
In a goodwill gesture, the Cabinet approved special grant-in-aid of up to Rs 50 lakh to war widows (or their legal heirs) of soldiers martyred in the 1965 and 1971 Indo-Pak and 1962 Indo-China wars.
The Cabinet after verification will give the grant in
three half-yearly installments--one of Rs 20 lakh and two of Rs 15 lakh.
