Instruction regarding execution of EoY for 2023-24 in CBS offices

Letter to Director General of Postal Services

On 14-03 & 15-03, I along with Manoj Kaushik, Financial Secretary & Prerit Kumar, AGS, NAPE Group C visited directorate & met Member, Planning & HRD and other higher officers and also met CPMG, Delhi Circle and discussed the following issues:-

1. Request to review the decision of cancellation of Notification for LDCE for promotion to the cadre of PS Group 'B' for the vacancy years 2021, 2022 and 2023, held on 04.06.2023.
2. Modifications in Recruitment Rules of IP Examinations.
3. Amendment of Recruitment Rules for Artisans/Technical Cadres in MMS.
4. Request to impart induction training to the newly recruited PAs at local WCTCs by hybrid mode (some subjects physically and other through online from PTC's) on priority basis in order to utilize their services on par with regular PAs.
5. Special drive to fill up the vacant posts of Postmen, Mail Guard and MTS in Delhi circle from surplus qualified willing candidates of LDCE 2022 & 2023 of all circles.
6. Implementation of Judgment dated 03.03.2023 by Hon'ble CAT(PB.) New Delhi in OA No. 4474/2018 filed by Shri Sanjeev Kumar and others- Regarding special pay & allowances to the accountant.
7. Imperative needs to implement Cadre Restructuring in RMS wing on par with Postal wing - restoration of inequality request.
8. Recovery of CDA should be stopped immediately based on court stay order.
9. GDS Rule3 and recruitment policy is changing two half yearly instead quarterly. Inthis view of circles are under examination.
10. Regarding RTP court case implementation, Financial implication calculation awaited from circles.

Also met Ex D.G Sri Alok Sharma Ji at his residence and felicitated on behalf of FNPO for his valuable services to the department and especially for welfare of the postal employees.
