Consumer Price Index for Industrial Workers (2016=100) – November, 2023
The Labour Bureau, an attached office of the M/o Labour &
Employment, has been compiling Consumer Price Index for Industrial
Workers every month on the basis of retail prices collected from 317
markets spread over 88 industrially important centres in the country.
The index is compiled for 88 centres and All-India and is released on
the last working day of succeeding month. The index for the month of
November, 2023 is being released in this press release.
The All-India CPI-IW for November, 2023 increased by 0.7
points and stood at 139.1 (one hundred thirty nine point one). On
1-month percentage change, it increased by 0.51 per cent with respect to
previous month whereas it remained stationary between corresponding
months a year ago.
The maximum upward pressure in current index came from Food &
Beverages group contributing 0.65 percentage points to the total change.
At item level, Rice, Wheat, Wheat Atta, Jowar, Arhar Dal/Tur Dal, Urd
Dal, Eggs-Hen, Gingelly oil, Coconut fresh with Pulp, Carrot,
Drum-stick, French beans, Garlic, Lady’s Finger, Onion, Tomato,
Sugar-White, Cumin seed/Jira, Cooked Meals, Zarda/kimam/Surti/Gutka,
Leaf Tobacco, Tailoring Charges, Trouser Pants readymade, Leather
Sandal/Chappal/Slippers, Electricity Charges (Domestic),
Books-School/ITI, Tuition and other fees-College, etc. are responsible
for the rise in index. However, this increase was largely checked by
Fish Fresh, Poultry/Chicken, Soyabean oil, Sunflower Oil, Apple, Banana,
Grapes, Orange, Capsicum, Cauliflower, Chillies Green, Ginger, Lemon,
Peas, Medicine Allopathic, etc. putting downward pressure on the index.-
At centre level, Tirunelveli recorded a maximum increase of 4.1
points. Among others, 3 centres recorded increase between 3 to 3.9
points, 5 centres between 2 to 2.9 points, 19 centres between 1 to 1.9
points and 36 centres between 0.1 to 0.9 points. On the contrary,
Gurugram recorded a maximum decrease of 1.5 points followed by Ahmedabad
and Kollam with 1.0 point each. Among others, 18 centres recorded
decrease between 0.1 to 0.9 points. Rest of three centres’ index
remained stationary.
Year-on-year inflation for the month stood at 4.98 per cent compared
to 4.45 per cent for the previous month and 5.41 per cent during the
corresponding month a year before. Similarly, Food inflation stood at
7.95 per cent against 6.27 per cent of the previous month and 4.30 per
cent during the corresponding month a year ago.

SG FNPO letter to Secretary Posts about regulation of GDS strike related issues.
As per the directions of our Secretary General, FNPO Sri Sivaji
Vasireddy sir today I along with Sri Ajay Kumar, Circle Secretary,
N.U.P.E, Postman & MTS, Sri Mahesh Paswan, Circle Secretary, NUGDS,
Bihar Circle and many leaders of Begusarai division met Sri Giriraj
Singh Ji, honorable Union Minister of Rural Development and Panchayati
Raj Department and requested him for taking up the matter in connection
with action taken against the GDS employees, in r/o the nation wide
strike from 11-12-23 to 15-12-23. Honorable Minister responded positive
in the matter and assured to take it at the highest level immediately.
We are hopeful for the settlement of the issues and convey my sincere
thanks to our Secretary General, who has taken this matter on top
priority and working days and night to save the victimized colleagues of
GDS cadre.

Subject: Non-functioning of Departmental Councils under the Scheme of Joint Consultative Machinery (JCM)
The undersigned is directed to say that instructions have been issued
by this Department from time to time for making effective use of JCM
Scheme by the Ministries/Departments to discuss the demands of the
employees. Departmental Council set up under JCM Scheme is an
appropriate forum for redressal of the grievances of the employees.
However, it has come to out notice that the Meetings of the Departmental
Councils in various Ministries / Departments except a few, are not
being held regularly.
2. The Staff Side, National Council (JCM) has been raising this issue
in the Meetings of the National Council (JCM) and Standing Committee of
the National Council (JCM). As per JCM Scheme “the meetings of the
Departmental Council shall be held as often as necessary, and not less
than once in four months’. However, the Staff Side has pointed out that
in some of the Ministries I Departments the meetings of the Departmental
Councils have not been held regularly.
3. In view of the above, it is requested that the Joint Consultative
Machinery needs to be galvanized and for this purpose Departmental
Council may be constituted in those Ministries/Departments where they
have not been constituted and where they already exist and the meeting
of the Departmental Council may be held more frequently to resolve Staff
Side grievances.

My dear colleague
My
labours as the Director General of this great organisation have come to
an end. Together we traveled on a journey towards a shared vision, a
journey which was exciting as well as rewarding with learnings all the
way. I was fortunate to receive unstinting support and boundless
affection of each one of you in the Department, whether departmental or
GDS, which I can never forget. It was overwhelming as well as enriching
for me. My heartfelt gratitude to you.
In
each one of you I found an eminently sincere and committed person
working in the interest of the Department. I would not have been able
to cover many an uncharted lands without you beside me.
We
belong to the fraternity of an organisation which has a hoary legacy of
public service of a very high order of more than 150 years. By our
actions we need to demonstrate that we are a worthy heir to this noble
legacy.
On the course of
this journey I lost my heart to this organisation…. it would take a
lifetime to recover it. You will now have to carry the baton forward. I
wish you all a very rewarding and cheerful future.
GDS Compassionate Engagement Online Portal Launched by DGPS on 11th December 2023.
Shri Alok
Sharma, Director General Postal Services, launched an online portal for
GDS Compassionate Appointment on 11th December 2023 in the presence of
all circle heads. This initiative will benefit dependents of GDS who
died during service. The online portal will bring transparency,
accountability and acceleration to GDS compassionate appointment.
Applications for appointment on compassionate basis will be processed
through this portal without human intervention. Tracking of application
will also be available to dependent family member seeking appointment.

(d) whether many States have demanded return of contribution of National Pension Scheme (NPS) to restart OPS;

the details of amount deposited along with interest thereon demanded by

09.12.2021, 09.09.2022 (copy enclosed).

Postal Circles are once again requested to take appropriate action in
accordance with the instructions issued by the Directorate from time to
time. If any, specific clarification is required, the same may be
brought to the Directorate clearly.
