Will the Minister of EXTERNAL AFFAIRS be pleased to state :-
(a) whether the Government has taken any steps for the rollout of epassports with embedded chips, futuristic technology and advanced security features to citizens, if so, the details thereof and if not, the reasons therefor;
(b) whether the Government has taken note of problems being faced by Indian passengers travelling abroad due to scanning issues of their passport bar code, if so, the details thereof along with remedial action taken by the Government in this regard;
(c) the total number of Passports issued by the Government so far, Statewise; and
(d) whether the Government has any plans for the issue of Passports to all Students enrolled for higher education in Colleges/Universities across the country, if so, the details thereof and if not, the reasons therefor?

(a to d) At present the ePassport project, part of Ministry’s flagship Passport Seva Programme, is under final testing and the Pilot-launch of ePassport is being planned. Thereafter, after the successful pilot launch, the ePassport will be rolled out in phases across the country.
e-Passport is a combined paper and electronic passport with a Radio Frequency Identification (RFID) Chip and an antenna embedded as an inlay. The key benefit of the ePassport lies in its enhanced capability to preserve the integrity of its data by having the data both printed on the passport and digitally stored on the passport’s chip; it becomes more challenging to counterfeit. In addition, the security of the ePassport is further enhanced through the Public Key Infrastructure (PKI) which is the foundation for safeguarding sensitive information, and confirming the integrity and origin of personal and biometric data stored on the chip within the ePassport.
The Government has not come across any case of problems faced by Indian passengers travelling abroad with regard to scanning issues of their passport bar code.
Total number of passports issued in the last five year years, state-wise is attached at Annexure-I.
Passports can be applied by anyone on payment of requisite fees and fulfilling the required documents.

(क) क्या सरकार ने नागरिकों के लिए एम्बेडेड चिप्स, भावी प्रौद्योगिकी और उन्नत सुरक्षा विशेषताओं वाले ई- पासपोर्ट शुरू करने के लिए कोई कदम उठाए हैं, यदि हां, तो तत्संबंधी ब्यौरा क्या है और यदि नहीं, तो इसके क्या कारण हैं;
(ख) क्या सरकार ने विदेश यात्रा करने वाले भारतीय यात्रियों को उनके पासपोर्ट बार कोड की स्कैनिंग के मुद्दों के कारण पेश आ रही समस्याओं पर ध्यान दिया है, यदि हां, तो तत्संबंधी ब्यौरा क्या है और सरकार द्वारा इस संबंध में क्या उपचारात्मक कार्रवाई की गई है;
(ग) सरकार द्वारा अब तक राज्य-वार कुल कितने पासपोर्ट जारी किए गए हैं; और
(घ) क्या सरकार की देश भर में महाविद्यालयों/विश्वविद्यालयों में उच्च शिक्षा के लिए नामांकित सभी छात्रों को पासपोर्ट जारी करने की कोई योजना है, यदि हां, तो तत्संबंधी ब्यौरा क्या है और यदि नहीं, तो इसके क्या कारण हैं?

(क) से (घ) वर्तमान में ई-पासपोर्ट परियोजना, जो मंत्रालय के प्रमुख पासपोर्ट सेवा कार्यक्रम का हिस्सा है, अंतिम परीक्षण के अध्यधीन है और ई-पासपोर्ट की प्रायोगिक शुरूआत की योजना बनाई जा रही है। इसके पश्चात सफल प्रायोगिक शुरूआत के बाद ई-पासपोर्ट को पूरे देश में चरणबद्ध रूप से शुरू किया जाएगा।
ई-पासपोर्ट एक संयुक्त रूप से कागजयुक्त और इलेक्ट्रॉनिक पासपोर्ट है जिसमें इनले के रूप में एक रेडियो फ्रीक्वेंसी आइडेंटिफिकेशन (आरएफआईडी) चिप और एक एंटीना लगा होता है। ई-पासपोर्ट का मुख्य लाभ पासपोर्ट पर मुद्रित और पासपोर्ट की चिप पर डिजिटल रूप से संग्रहीत डेटा द्वारा इस पर अंकित आंकड़ों की अखंडता को संरक्षित करने की बढ़ी हुई क्षमता है; इससे इसकी नकल करना और अधिक चुनौतीपूर्ण हो जाता है। इसके अलावा, ई-पासपोर्ट की सुरक्षा को सार्वजनिक कुंजी इन्फ्रास्ट्रक्चर (पीकेआई) के माध्यम से और बढ़ाया जाता है जो संवेदनशील जानकारी की सुरक्षा का आधार है, और ई-पासपोर्ट के भीतर चिप पर संग्रहीत व्यक्तिगत और बायोमेट्रिक डेटा की अखंडता और उत्पत्ति की पुष्टि करता है।
सरकार के पास विदेश यात्रा करने वाले भारतीय यात्रियों के पासपोर्ट बार कोड की स्कैनिंग संबंधी समस्या का कोई मामला सामने नहीं आया है।
पिछले पांच वर्षों में जारी किए गए पासपोर्टों की राज्यवार कुल संख्या अनुबंध-। में संलग्न है।
अपेक्षित शुल्क का भुगतान करके और आवश्यक दस्तावेजों को पूरा करने पर कोई भी व्यक्ति पासपोर्ट के लिए आवेदन कर सकता है।

The Government has created a unified grievance redressal platform namely Centralised Public Grievances Redress and Monitoring System (CPGRAMS) accessible at https://pgportal.gov.in. Any citizen can lodge his/her grievances pertaining to the Central Ministries/ Departments /State Governments / Union Territories (UTs) on CPGRAMS. Every Ministry / Department in Government of India and State Government/UT have access to this system and grievances are resolved by the concerned Ministries/ Departments/ States/ UTs on decentralized basis. About 1.3 lakh Grievance Officers of Central and State Governments are mapped on this system. The CPGRAMS has also been integrated with Grievance portals of 19 States /UT.
The government has launched Good Governance Index (GGI) framework in 2019 to assess the State of Governance across all States and Union Territories (UTs) on common indicator. The Index provides a comparative picture among the States/ UTs, while developing competitive spirit for improvement. The second edition of Good Governance Index, GGI 2020-21 was released in 2021 covering a total of 58 indicators under ten sectors i.e Agriculture and Allied Sector, Commerce and Industry, Human Resource Development, Public Health, Public infrastructure & Utilities, Economic Governance, Social Welfare & Development, Judiciary and Public Safety Environment and Citizen Centric Governance.

The Lok Sabha today passed ‘The Public Examinations (Prevention of Unfair Means) Bill, 2024’ aimed at curbing leaks, malpractices as well as organised malpractices in recruitment examinations like UPSC, SSC etc and entrance tests such as NEET, JEE, and CUET.
Replying to an extensive debate on the Bill in which MPs from different political parties spoke, Union Minister Dr Jitendra Singh said, the legislation aims at safeguarding merit of our youth and well-being of our children.
“Prevention of Unfair Means Bill, 2024” will also cover entrance examinations held by the Union Public Service Commission, the Staff Selection Commission, the Railways, banking recruitment examinations and all computer-based examinations conducted by the National Testing Agency.
Earlier, initiating discussion in the house on the Bill, the Union Minister of State (Independent Charge) Science & Technology; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said, one after another we have witnessed incidents of malpractices, paper leak, impersonation etc from various parts of the country. In Rajasthan, there have been 12 incidents of malpractices since 2018 while the Sub-Inspector Recruitment scam surfaced in Jammu & Kashmir in March, 2022 and SSC Combined Graduate Exam in 2017, he said.
“There are several instances but prominently, in West Bengal, the Diploma in Elementary Education paper in November, 2022 was leaked, again in the same state in February, 2023 English paper leaked besides School Service Commission, West Bengal also leaked. In December, 2022 Teacher Recruitment Scam unravelled in Rajasthan while in February, 2022 the Rajasthan Eligibility Exam for Teachers was also plagued by malpractices and the exam had to re-conducted. In May, 2022 Rajasthan Police Constable Recruitment Exam was hit by a scam,” he said.
Cutting across party lines, Dr Jitendra Singh said, the matter is above politics and that there is no difference of opinion among members of the House. The Bill is aimed at curbing corrupt practice by few unscrupulous elements that plays havoc with the future of our youth, destroying their careers and aspirations and occasionally resulting in fatal suicides, he said.
“The future of our youth up to 40 years of age, who comprise 70% of our population, is at stake, who are stakeholders in the Viksit Bharat of 2047,” he said.
Later, replying to the debate, Dr Jitendra Singh clarified that the students or the candidates appearing in these examinations have been kept out of the purview of Bill and assured that they will continue to be governed as per provisions of the agencies conducting the exams. Dr Jitendra Singh said, for the first time by this Government, all exams held by the UPSC and SSC are now being conducted in 13 regional languages and efforts are on to conduct exams in all regional 22 Scheduled Languages.
Stating that technology is being widely used by unscrupulous elements, the DoPT Minister said technological solutions will be used to tackle the menace and a surveillance committee will be constituted to address those concerns.
The rationale for bringing this Bill, Dr Jitendra Singh said, is that it specifically addresses issues related to unfair means in the conduct of exams that are not covered under the purview of the Bharatiya Nyaya Sanhita Act.
Earlier, Dr Jitendra Singh said, the Modi Government has initiated several youth-centric provisions and schemes in the last ten years, such as ensuring transparency and providing equal opportunity and level-playing field in recruitments and higher studies.
“Soon after swearing in as Prime Minister in May 2014, within a couple of months Shri Narendra Modi took a major initiative by scrapping the rule of attestation of documents by a Gazetted Officer, a dubious legacy of the British Empire. This rule should have been done away with immediately after Independence, but we had to wait for PM Modi to fulfil the aspirations of the youth and thus self-attestation was introduced,” he said.
Dr Jitendra Singh said, PM Modi, later in his Independence Day address to the nation from the ramparts of the Red Fort, had called for why not interviews be scrapped in Government recruitment and higher education to curb favouritism and corruption
“Acting promptly, the DoPT completed this exercise in three months, and w.e.f. 1st January 2016 interviews were abolished across the country,” he said.
Dr Jitendra Singh said, examinations were made computer-based and online to ensure transparency and exams are now being conducted in a timebound manner to provide the youth equal opportunity. Recently, under the vision of PM Modi, a series of Rozgar Melas was initiated where 50-70 thousand appointment letters are being disbursed in bulk. Mass promotions have also been initiated, he said.
Reiterating that the Government led by PM Modi follows the principle, - “Suvidha, Suraksha aur Samman” (Convenience, Security and Respect), Dr Jitendra Singh said, this Government amended the PCA Act to hold the bribe giver equally culpable in acts of corruption.
Dr Jitendra Singh said, the Public Examinations (Prevention of Unfair Means) Bill is dedicated to the strength and capabilities of the Youth. The Youth and the Women are representative of the two sections that are a priority of the Government headed by Prime Minister Shri Narendra Modi. PM Modi has said, we are aware of only four classes, - Youth, Women, Kisan or Annadaata and the Poor.
The Bill proposes a punishment of a minimum of three to five years of imprisonment to curb cheating and for those involved in organised crimes of cheating will face five to 10 years of imprisonment and a minimum fine of Rs 1 crore.
The Bill is aimed at preventing organised gangs and institutions that are involved in unfair means for monetary gains, but it protects candidates from its provisions.

(a) the reasons recorded on files for not considering and according approval of Para 1.22 of 7th CPC by Government;
(b) whether no proposal for setting up Eighth Central Pay Commission is under consideration due to the fact that Government is not in a position to bear the burden of pay commission;
(c) if so, the details and reasons for such situation; and
(d) if not, the reasons why 5th largest economy is not setting up Eighth Central Pay Commission and revising pay of the Central Government employees who are facing unprecedented inflation in the last thirty years?
