VACANT POSTS

Will the PRIME MINISTER be pleased to state:
(a)
whether it is a fact that about lakhs of Central Government jobs/posts
are lying vacant and the Government has not taken any steps to fill up
these vacant posts;
(b) if so, the details thereof and the reasons for not filling up these sanctioned posts, category-wise;
(c) whether Central Government has slashed thousands of posts, if so, the details thereof and the reasons therefor;
(d)
whether the Government has issued any guidelines to not revive posts
lying vacant for a specific period and if so, the details thereof; and
(e)
the measures taken by the Government to fill up vacant posts in the
Central Government Services in a time bound manner for various
categories?

(a)
& (b) As per Annual report of Pay Research Unit of Department of
Expenditure, following is position w.r.t. vacancies as on 01.03.2018:-

Vacancies
in the Central Government are caused due to retirement, resignation,
death, promotion etc. and the posts falling vacant are required to be
filled as per recruitment rules by the concerned Ministries/
Departments/ Organisations. Filling up of vacant posts is a continuous
process depending on the vacancies arising across Ministries/Departments
during the year and action calendar of the recruiting agencies.
During
the current year 2019-20, three recruiting agencies namely, Union
Public Service Commission, Staff Selection Commission & Railway
Recruitment Board have made recommendations for recruitment to the

Further,
recruiting agencies like SSC, Railway Recruitment Board, Postal Service
Board and Ministry of Defence are in process of filling up of 3,10,832
vacant posts, including 27652 vacant posts of defence civilians.
(c)
& (d) Recruitment against vacant posts is a continuous process. By
the time vacancies reported by a Department get filled up, some new
vacancies arise. Where a post remains vacant for more than two
years/three years (newly created post), the same becomes “deemed
abolished” as per Department of Expenditure OM No. 7(1)/E-Coord-I/2007
dated 12.04.2017. Such posts are revived based on the functional
justification. There is no system of abolishing posts in the Railways.
(e)
DOPT issues instructions from time to time for timely and advance
action to fill up the vacant posts. Recently, all Ministries/Departments
have been requested to take time bound action to fill the existing
vacancies in various Ministries/Departments and their
attached/subordinate offices vide OM No. 43014/03/2019-Estt(B) dated
21.01.2020.
To reduce the recruitment
cycle, recruiting agencies have switched over to computer based on line
test, interview for non-gazetted posts has been discontinued and
provisional appointment is being made pending verification of
antecedents of the candidates.

क्या प्रधान मंत्री यह बताने की कृपा करेंगे किः
(क) क्या केंद्रीय सरकार के लाखों पद रिक्त हैं तथा सरकार ने इन रिक्त पदों पर भर्ती के लिए कोई कदम नहीं उठाए हैं;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है तथा इन स्वीकृत पदों पर श्रेणी-वार भर्ती नहीं किए जाने के क्या कारण हैं;
(ग) क्या सरकार ने हजारों पदों की कटोती की है, यदि हां, तो तत्संबंधी ब्यौरा क्या है और इसके क्या कारण हैं;
(घ)
क्या सरकार ने एक विशिष्ट अवधि के लिए रिक्त पड़े पदों को पुनर्जीवित नहीं
करने के लिए कोई दिशा-निर्देश जारी किया है और यदि हां, तो तत्संबंधी
ब्यौरा क्या है; और
(ड) विभिन्न श्रेणियों में रिक्त पदों पर समयबदध तरीके से भर्ती के लिए सरकार द्वारा क्या कदम उठाए गए हैं?

और (ख) : व्यय विभाग के वेतन अनुसंधान एकक की वार्षिक रिपोर्ट के अनुसार,
दिनांक 01.03.2018 तक की स्थिति के अनुसार रिक्तियों की स्थिति इस प्रकार

केन्द्र
सरकार में रिक्तियां सेवानिवृत्ति, त्यागपत्र, मृत्यु, पदोन्नति इत्यादि
के कारण होती हैं और रिक्त होने वाले पदों को संबंधित
मंत्रालयों/विभागों/संगठनों द्वारा भर्ती नियमों के अनुसार भरा जाना आवश्यक
होता है। रिक्त पदों को भरा जाना एक सतत प्रक्रिया है जो वर्ष के दौरान
मंत्रालयों/विभागों में होने वाली रिक्तियों और भर्ती एजेंसियों के
कार्यक्रम कैलेंडर पर निर्भर करती है।
चात्रू
वर्ष 2019-20 के दौरान, तीन भर्ती एजेंसियों नामत् संघ ल्रोक सेवा आयोग,
कर्मचारी चयन आयोग तथा रेलवे भर्ती बोर्ड ने निम्नलिखित पदों हेतु भर्ती की
सिफारिश की है:

इसके
अलावा, कर्मचारी चयन आयोग, रेलवे भर्ती बोर्ड तथा डाक सेवा बोर्ड जैसी
भर्ती एजेंसियां और रक्षा मंत्रालय 3,10,832 रिक्त पदों को भरने की
प्रक्रिया में है, जिसमें डिफेंस सिवित्रियंस के 27652 रिक्त पद शामित्र
हैं।
(ग) और (घ) रिक्त पदों को भरा
जाना एक सतत प्रक्रिया है। जब तक विभाग द्वारा सूचित की गई रिक्तियां भरी
जाती हैं, तब तक नई रिक्तियां उत्पन्न हो जाती हैं। जहां एक पद (नया सृजित
पद) दो से तीन वर्षों से अधिक वर्ष के लिए रिक्त रहता है, तो उसे व्यय
विभाग के दिनांक 12.04.2017 के कार्यालय ज्ञापन सं. 7(1)/ई-समन्वय-॥/2007
के अनुसार “समाप्त” माना जाता है। ऐसे पदों को कार्यात्मक औचित्य के आधार
पर पुन: बहाल किया जाता है। रेलवे में पदों को समाप्त करने की ऐसी कोई
व्यवस्था नहीं है।
(ड) कार्मिक और
प्रशिक्षण विभाग रिक्त पदों को समय पर भरने हेतु अग्रिम कार्रवाई करने के
लिए समय-समय पर अनुदेश जारी करता है। हाल ही में, सभी मंत्रालयों/विभागों
को दिनांक 21.01.2020 के का.ज्ञा.सं., 43014/03/2019-सथा (ख) के माध्यम से
विभिन्नमंत्रालयों/विभागों तथा उनके सबंदध/अधीनस्थ कार्यात्रयों में
विद्यमान रिक्तियों को भरने के लिए समयबदूध कार्रवाई करने का अनुरोध किया
गया है।
भर्ती प्रक्रिया में लगने वाले
समय को कम करने के लिए, भर्ती एजेंसियों ने कम्प्यूटर आधारित ऑनलाइन
परीक्षा लेनी शुरू की है, अराजपत्रित पदों के लिए साक्षात्कार लेना समाप्त
कर दिया गया है और उम्मीदवारों के पूर्ववृत्त का सत्यापन लंबित होने पर भी
अनंतिम नियुक्ति की जा रही है।
