PJCA Strike notice.
Dear all,On 1.5.2025 Meeting held Hon'ble Secretary Post, DG posts, Member O, Member P, other officers with the PJCA leaders and discussed about Delivery Centers, RMS L1 offices merger & closing of sections, GDS health scheme/gratuity etc, Cadre restructuring of RMS/PM, Est Review etc important issues and assurance given positively but in Govt. Policy issues like 8th CPC, Old Pension Scheme, Change of labour laws, lifting the ban on compassionate appointments, Revision of Min wage etc demands Govt should interfere and resolve. On such Demands and our departmental sectional demands PJCA issued one day token strike on 20.5.2025 to register our protest against legitimate demands. On the same day all Central Trade Union centers also given a strike call with someone demands of the working class. As a responsible employees Federation FNPO also participating with NFPE jointly under PJCA banner.
So I appeal to all our cadre union leaders to mobilize rank and file to participate in the proposed one day token strike a grand success. I request all our postal employees to make the 20.5.25 strike a big success by leaving the cadre banner sentiment. When the struggle is ours ourselves only we should participate in it and register our protest against the anti-employee policies.

Dear All Circle Secretaries and Divisional secretaries
Sub : -irregular submission of declarations by non recognised BPRASA(BPEF) reg.
It is to inform you all that few unrecognized associations are submitting declarations to the concerned which is against the rules. Vide directorate letter no T-09/3/2021 dated 19.7.2024 stated that department has created a new distinct category of Service Association namely GROUP ‘B’(Postal &RMS) HSG II, HSG I and HSG I(NFG) comprising of HSG II, HSG I and HSG I(NFG) employees in Postal and RMS offices..
With reference to directorate letter F no T-9/3/2021-SR-DOP dtd 7.1.25 regarding clarification in respect of creation of new category of service association Group B (Postal & RMS) HSG-II,HSGI and HSG_I(NFG) referred to letter no T-09/3/2021 dated 19.7.2024 it is clearly mentioned that “presently there is no Association of HSG grade is recognized. The status of HSG I, HSG II AND HSG I(NFG) category of association will be decided only after the next verification which will start shortly. Any association in this category which participates and obtains prescribed membership, then they will be granted recognition. Till then "Statusco" will be maintained.”
Directorate issued orders to the CPMGs of all the circles in the letter no SR-18/01/2022-SR-DOP Dtd 8.5.24 regarding Adhoc circle convener of Bharatiya Postal RMS, Administrative Supervisors(Gr-B) Association that Bharatiya postal RMS, Administrative Supervisors(Gr-B) is appointing Adhoc Circle convenors of the association in postal circles and also requesting circle authorities to provide them trade union facilities. In this regard it is clearly informed in the letter that ”As on date there is no such category of Association for Supervisors in the Department. Hence TRADE union facilities to the Bharatiya Postal, RMS, Administrative Supervisor (Gr-B) shall not be provided to any convener of the association.”
Directorate issued clarification vide letter no SR-10/5/2024-SR-DOP dtd 9.4.2025 to the CPMG, AP Circle to letter no U/Membership Vrfcn/2020 dtd 3.3.2025 on procedure to be followed to allow subscription forms for deduction of membership when there are no office bearers and no members in a particular association. In this letter the directorate says that there are no specific guidelines or instructions available specially for associations affiliated with BPEF (which are not officially recognized). Currently BPEF and its affiliated associations are being provided with some facilities only. Therefore, associations affiliated with BPEF shall be treated in the same manner as all other applicant associations dealt with by the circle.
Showing this letter the BPRAS is stating that we will be dealt at par with other associations of BPEF and will have limited facilities and can form circle and division unions.
Dear all one should know the meaning of specially for associations affiliated with BPEF (which are not officially recognized called Applicant Unions) for the associations which have already participated in membership verification during last verification and have no union branch in any circle or division and not that an association which is said not existing as per the directorate orders in which "statusco" issued.
It is clear that some are creating confusion with their perception towards the directorate clarification that the supervisor association of affiliated to BPEF will get trade union facility that too only in AP Circle.
Hence I request all the Circle Secretaries and the Divisional secretaries to monitor minutely about this issue and enlighten the administration of circle level and divisional level about the non existence of supervisors association and irregular appointment of conveners of the association. It is requested to enlighten the administration not to accept any declarations from the conveners who are not having any authentication as per the departmental orders and further not to entertain any correspondence from the supervisor association till next verification.
Dear all refer to the Directorate issued orders to the CPMGs of all the circles in the letter no SR-18/01/2022-SR-DOP Dtd 8.5.24 where it is mentioned that there is no such category of supervisor association, how can there be a General Secretary of a association which does not exist and appoint circle secretaries/Conveners of the same and misguiding the members of the other unions.
I appeal to all the fraternity of the postal family that my Federation is consistently fighting for the rights of the members of the postal family irrespective of the cadres. Further it is to make a clear note that the policy of dividing the unity in the name of the designations will be big damage to the unity of the work force. When we are united we form a big strength and if divided we will be made into pieces which will have limited strength to fight for our rights and benefits. Few are trying to divide the employees based on the posts/cadres for their benefits, at this juncture I bring to notice of all that the postmasters association which was formed and lost its existence as they are separated from the main stream of the employees which are in major part and now they are trying to do the same with all other cadres. They could not get any benefit staying away from the existing federations and now trying to bring splits in the existing group c union for their personal benefits. Hope you all will educate our members in this issue.
