ANSWER
MINISTER OF STATE (INDEPENDENT
CHARGE) FOR THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE
MINISTRY OF CHEMICALS & FERTILISERS
(RAO INDERJIT SINGH)
(RAO INDERJIT SINGH)
(a)&(b) The efficacy and issues
related to it, with respect to schemes for SCs and STs are ascertained
through periodic evaluation. One such evaluation of the Scheme of
Special Central Assistance (SCA) to Scheduled Castes Sub-Plan (SCSP) and
Scheme of Special Central Assistance (SCA) to Tribal Sub Plan (TSP) was
conducted in the year 2013, by the erstwhile Planning Commission,
through National Institute of Rural Development & Panchayati Raj
(NIRD & PR), Hyderabad. Similar evaluation studies are also
conducted by the Nodal Ministries i.e. Ministry of Social Justice &
Empowerment and Ministry of Tribal Affairs.
(c) The findings of the evaluation study
do not suggest failure of the schemes. However, some of the limitations
identified in the implementation of the schemes are lack of effective
planning at bottom level, lack of convergence of programs, thin
distribution of resources, lack of awareness about the schemes amongst
the SCs/STs, etc.
(d) NITI Aayog has not come across any specific case of diversion of funds allocated for welfare of SCs /STs.
(e) Does not arise.
